You havent mentioned your Category. But with this score, to be honest, a seat in All India Counselling is difficult owing to higher cut offs. You may have a chance if you belong to SC/ST Categories but not if you belong to General/OBC Categories. You might get a seat in

yes you have to appear the NEXT exam for every medical student. The student may be from India or studying aboard and wants to practice in India.

NEXT means National Exit Test. This is a compulsory  exam. This is meritous in terms of qualification and recognition.
