As per my knowledge there are no such rules for the admissions in the medical field as the admissions are purely based on the entrance test and the merit marks the candidate has obtained. The admissions will be done by the counselling process by Medical council of india.

If you are talking about Eamcet, at this rank the chances to get an agriculture seat in government college is very low because of high number of candidates apply in this field. 

As you belong to OC category , chances further goes down as competition is cut throat.
