Sorry to say but by no chance will you gey into a government college.Moreover, you have not mentioned your caste which makes it more unpredictable. However, you can try getting admission into medical college (private) through management quota.

As far as RRMCH is concerned the affiliation of this medical college and hospital is from Rajiv Gandhi University of Health Sciences, Karanataka.

The affiliation is not from MGR University of Tamil Nadu.

Hence you do not have to worry about the derognisation problem in terms of affiliation.

Well nothing can be said only on the basis of the category rank. You will have to mention other details also, like

1.neet score 

2.all India rank 

You haven't even mentioned a domicile, and you may have better chances of getting a government seat via state quota.

Organic chem is very simple once you have learned basic concepts. i will suggest you to read every line of ncert those are important and try to solve maximum question to learn new concepts. i think practice will make your organic chem strong. and for inorganic read all exceptions carefully
