Yes you can take admission outside your Domicile state through all India counseling via 15% all India Quota on basis of your Neet UG score.

Hi i got 5230 rank in general and 1520 in OBC(NCL) category. Any chance to get a seat in any AIIMS as no of seats has increased this year?

With AIR 5230 and categorty rank 1520 and belonging to OBC, the chances are low even after the new AIIMS as the last year cut off AIR 2212 and category rank OBC‐520 for AIIMS Mangalagiri.
