That entirely depends upon your region. In maharashtra the seats are alloted as per regions.
There are three regions in all-
Marathwada Region
Vidarbha Region
Rest of Maharashtra region
The cutoff varies for all these three regions by some margin of marks.

There is no separate counselling for Delhi as admissions in medical colleges of Delhi are also done using the NEET score through a common counselling on the MCC site.
