If the KPC medical college provides the management quota seats then you can get the seats by paying the good amount of money or you can try in the counselling rounds for the admission. For the donation seat or management quota seats you have to approach the college only. There

                  I hope you are doing good. Now coming to your query, 449 marks is very less to get a medical seat in a Government college and Private college in West Bengal. But You have a pretty good chances for Private dental colleges in West Bengal for this rank.

Assuming that you belong to general category With 584 marks I think you might get govt medical college through all india quota. However i am not sure whether you will surely get or not but at least you can try. It also depends on which state you prefer.

The cutoff rank and marks are quite law if you apply through UP state quota and the marks are high if you apply through the all india quota for NEET counselling through general category. The cutoff marks for all india quota for UP in govt. medical college are 547 marks
