Yes , you can definately apply for upgrading without withdrawing , but if you want to take admission in the alloted medical college , you should withdraw the admission from the previous college, without withdrawing , you can't get admission in any other medical college , because the

I don't want you to brek your hopes but this year the cutoff is bit higher as compared to last year so for 250 marks its hard to get in government college. But you can always go for management quota. Wish you luck

This time is cutoff is high so it's hard for you to get government college in 342 marks . But you can always go for the seats in medical college. And management quota is there too. So wish you luck

As per your category and rank on seeing previous year trends there is high possibilities of getting a secured seat by 2nd or 3rd round of counselling. For domicile too you will get huge benefit and i will suggest you to go through counselling round as you have good chances
