Yes you can join merchant navy after doing your vtrch in mechanical engineering. You need to under go a one year graduate marine engineering course (GME) course after the btech to enter into merchant navy which give licence to be a marine engineer.
The eligibility conditions are
1.mechanical engineering graduation with 50 percent minimum marks in final year .
2.Minimum 50 percent marks in english language at 10th or 12th or in degree exam
3. Age limit 28 years old
4.Satisfy health requirements and physical fitness that are necessary to join the navy .

You can become a Merchant Navy officer by appearing for IMUCET and taking admission in Marine colleges. The the basic eligibility for Diploma in nautical sciences is that you need to get sponsored by a shipping company that guarantees you work after completing your course. The examination for entry into DNS courses is done twice a year and you can have a go for it if you have completed your 12th from are recognised State/ Central board.

DNS or Diploma in Nautical Science is an undergraduate course for 1 year. The curriculum is divided into 2 semesters. The course provides good knowledge of Control, Navigation, Cargo handling and operation in marine. Average course fees range from INR 20k to 2.5 LPA.
Eligibility: For taking admission in the DNS course, a candidate should have at least 50% marks in their class 12th from Physics, Chemistry and Mathematics background.
The job is not only in India but a candidate can make an express in foreign too.
The average starting salary for a fresher range from 2L -7LPA.

Before joining company will ask you to do dome STCW course which is mandatory for all wjo works at sea
The only suitable field in the Merchant marine for you to join would be the galley side, most companies may take you as a cook or you may need to do bsc in Maritime catering .
As a chief cook in merchant navy, you will be earning more than the average package provided by most of the hotels.

It is not possible to give 12th exam twice from the same board when you have already got passing marks. Only the students who fail, are allowed to re appear for 12th exams.
In order to repeat 12th, you have to opt for some other state board, do your 12th with mathematics and physics and then apply for NDA to get admission in merchant Navy. But remember the age limit for NDA to apply is 16.5 to 19.5. I hope you don't exceed the limit till then.

If you have want to be Merchant Navy Deck officer then you have to pursue bachelor’s degree in nautical science (B.Sc. – Nautical Science) which is a three year course.
So you have to opt for this course rather than doing graduation in arts. With this you have to fulfil the educational qualifications too which below I am mentioning.
