see the both of the stream you have mentioned are the combination stream , production engineering has concepts of mechanical engineering, operations research, where metallurgical engineering is combination of chemical and industrial engineering. however none of the stream can not be said as easy stream, but you should chose as per your subjects of Interest. now coming to job prospect there is wide scope in different industry from both of the stream, but the vacancy is comparatively less in public sector undertakings.

These courses are very interesting courses. But max people don't know about these courses because max students first preference is top branches only. If you studied in andhra university that degree definitely has a value and placements are also good. But top branches have more placements compare to these branches.

To get admission through lateral in Telangana you need to appear in TS ECET. And the documents required are as follows
1.TS ECET hallticket
2.TS ECET rank card
3.Aadhaar card
4.10th class/SSC memo
5.Diploma memo of marks
6.Diploma provisional certificate
7.Study certificate from class 6 to a diploma.
8.Transfer certificate
9.Caste certificate (if applicable)
10.Income certificate (if applicable)
You don't need GAP certificate. However, if you are applying for fee reimbursement then you need to provide GAP certificate.

You may go for it. Chemical engg in top nits are good also compared to metallurgical engg for placement & future.

IIT Patna is a good college as compared to the IIT Gandhinagar. You will find a good culture in the IIT patna for engineering. This does not meant that the culture is bad in IIT GandhiNagar, but IIT patna has a good culture.
Moreover, the placements at IIT patna are also good and soaring every year, so for the next 4 years this is a good option.

It depends on your interest about the domain in which you want to pursue your career. Definitely, IIT Madras tag is a laurel compare to IIT Bhubaneswar. But, what will help in your future is the branch and knowledge. So, I will vouch for Mechanical Engineering at IIT Bhubaneswar rather than Metallurgical Engineering at IIT Bombay.
