Yes, you are eligible for a seeds and fertilizer license in India.
For this, you have to first get a diploma in the agricultural extension services program given by Agricultural Technology and Management Agency or ATMA for Input dealers. You have to pay a certain amount as fees for this course.
It is a 48 days course and classes will be conducted once a week.

Yes , you can do mechanical engineering after diploma in mining engineering .. through lateral entry in 2nd year of B.Tech. But, you may face some difficulty to understand the new topics as you are willing to change your stream from mining to mechanical.. some subjects /topics you may find unknown (i.e. not studied in diploma).. So, it's up to you.. if your desire is to get admission ME, then through several state level entrance exam , you can get admission in B.Tech
But , let me tell you.. that the admission is totally based on seat capacity and the question paper level in each year .. for these parameters , the cut off for individual institutes can vary year wise.
