in India there is any type of ministry means like Ministry of Education , Ministry of Health and welfare my mean is to say that if I completed my class 12 from biology and I also wear specs but if I want to join any government job so can I go for it.

Wearing spectacles won't make you ineligible for most of the Government jobs. Some of the jobs such as Army, Airforce etc needs physical standards to be accurate in relevance to there work type. For that case, there are conditions regarding eye sight which can make one ineligible if he/she exceeds the limit. But apart from this, you are eligible for most of the Government jobs.

IGNOU is not in the top listing universities of the NIRF list (National Institutional Ranking Framework, Ministry of Education, Govt ofIndia).Why? I applied for phd Computer science admission ?

The NIRF list (National Institutional Ranking Framework, Ministry of Education, Govt of India) contains the colleges in their list seeing various factors including the size of campus, its research options, its placements, its faculty, its students, its internship opportunities. So if your college in not in this list, you need not to worry much. Your college is much better than its looks.
