Yes mobile phones are allowed in most of the colleges provided you do not use them in between ongoing lectures.Yes most of the colleges do organize farewell parties and freshers(welcome) party for students of the college but this time due to the ongoing corona virus pandemic many colleges have made provisions to set up online or virtual parties for the student to ensure everyones safety.
In which scenario you are asking this is a concern. But if you in general asking it for your use then yeah you can keep two mobile phones as a primary and secondary device. Now if there is any regulations for the purpose you are asking and its mentioned in the brochure then you need to have a Laptop.

mobile phones are allowed in Indian Military Academy , Dehradun (IMA) but during the free periods. You will not be allowed to use them during classes. Also, the scheduled is that much packed that you will not get much time to use mobile phones. Besides keeping the cadets in touch with family and friends, IMA authorities feel cellphones will help take the edge off the rough and tumble of military training.

As per the regulation of the official website, I don't find any restrictions regarding phones in the campus. So yeah Mobile phone are allowed in the campus.

No, students are not allowed to carry mobiles into the college / classroom. Students will have a college uniform which needs to be followed for sure.
If students carry mobiles without permission parents will be called or may be getting punishment. It is said on function times/ party times students will be given permission to carry gadjets.
