If you are other than baroda district in Gujarat then safe side to Getting general seat within 80 to 83% in core subject.

For high payment seat may you get within 60 to 70% in core subject.

The category wise expected cutoff for PTET BSc b-ed exam (males) is 342 for general , 324 for OBC , 302 for SC, 285 for ST so yes 359 out of 400 is a good score irrespective of the category. You have a fair chance of getting admission in the institution of your choice.

As per my information, no university would allow such an arrangement of you attending the course from some college because its far. Most of the universities expect their students to come and attend the classes, however you can contact the authorities and may ask for permission if they would allow it.
