Conducting NEET 2021 twice a year is still under consideration. Our education ministry is thinking about this topic and no confirmation is made till yet. So, it is not sure whether it will be conducted twice this year or not.

to pursue a MS degree in the USA for the branch of ECE you will required to write GRE. In addition to GRE you can also take up the ILETS Exam but most colleges consider GRE scores while giving admission to students.
For Postgraduate the professors must have a phD. So with only MS one is not eligible to take classes of MTECH.

No you can not give MS exam in 5th year beacuse as per the eligibility criteria of NEET PG candidate must complete their one year internship on or before March 31, 2021 .
