As these two are totally different courses which are not related to each other.
So , you are not eligible for M.Sc IT

Yes you can, as some IIT's offer a B.Sc degree. But you must be course specific as only few IIT's offer few courses .
And their are also IIT's which do not offer any B.Sc Courses.
