Which govt, semi govt or central universities provide M. Sc admission on the basis of b. Sc marks and do not hold any entrance exam for it?

You shall not find govt institutes taking admissions for Msc on graduation percentage totally. There will be entrance exam you will be required to clear.

Chances should be average to get seat in Govt colleges but if you want you can try for private colleges as possibility of getting admission there is decent.

1 year full time MBA programs are mainly meant for senior executives with at least 5 years work experience. If you do not have any work experience, it is better to do 2 year full time MBA or gain proper work experience for 1 year MBA. I would suggest you

It is decent and you can choose to do msc chem from bits.
If you are truly interested in Chemistry, you might have a better experience at a college that focuses wholly on science.

That's totally depends on your interest that which course you want to pursue.

If we compare the scope of both the courses and college then you should continue with your CSE in MIT Pune.

If we compare the course than CSE has more demand in terms of job and placements
