Both are the good options & the good colleges. but it depends on your interest somewhere if you are interested in for B.tech then you can prefer IT branch in PICT or if you want to go for M.Sc dual programme then you can go for BITs Goa.

Each college has different criteria to take the admission for M.Sc. Environmental Science. Some of the colleges take the entrance & some of them takes on the merit base on your previous academic records.
This is not easily accessible. You will have to check the official site if they release it.
Amity University is a decent place to pursue the post graduation program in term of faculties & studies.
Both are the good colleges. BITS Goa is a private institute & NISER Bhubneshwar is an Government college. So if you want to take the admission in government college then you can go NISER otherwise BITS Goa.

If you wish to become a Scientist - Genetics or Geneticist after studying Biotechnology, I would suggest you to go for a specialized subject rather than plain Biotechnology at Master's level as Biotechnology is an amalgamation of many bioscience subjects
Lecturers are paid a good amount of salary. And you cannot become one after Bsc. You will have to complete your masters and then give entances like NET to become a lecturer.
If you get this designataion there is a good scope, stability and money in this profile.
