Well if you still have your migration certificate then you can use the same to get admission in different college. If you have submitted and didn't get it back then you can opt for getting it from that college and for last resort you can get another duplicate migration

As per my knowledge migration certificates are only given to those students who have completed their full course from that particular college. So, as you mentioned that you are a drop out from that college, so I don't think you will given the migration certificate.
