The tentative cut offs has been released by JMI 2019 as far as it is concerned the cut off for biotechnology ranges between 28.50(minimum) to 54.50 (maximum)for a candidate belonging to general category.And the tentative dates to display result also between 26 june to 2nd of july.

Yes you have good chances of getting admission since the 4th rank is very good.

All the universities have quota for reserved categories and you will almost surely come within those reserved number of seats with the 4th rank.
