Admission in MTech in NITs is on the basis of GATE examination. You can give GATE in your final year of BTech in Civil branch. You can also get admission in IITs through GATE.

You will not be eligible to get admission for MTech as you don't hold graduation for BTech. There is the learning path and it is unique for different degree.  For example:-

10th-> 12th-> BE/BTech-> MTech(Specialization)-> PhD(research)-> job.

Job option is also available after UG and PG course completion.
