In general to be eligible for a mtech degree in various institutes like IITs, NITs, IIITs and many other, students should have a btech degree in their graduation. Or there are various institutes which provide mtech degree in some of the streams like CS, EC, electrical and electronics to those who have completed their Msc/MCA in respective subjects. So in your case since neither you have btech degree nor does you have completed your Msc so you won't be eligible for admission into mtech programmes. However every institutes have their own terms and conditions for admissions into various courses. As per my knowledge there are only a few institutes which offer mtech degree to Msc/MCA graduates.

As you have already completed your M.Tech, so yes you are eligible to sit in UGC NET. You can choose Environmental Science as a subject to appear in UGC National Eligibility Test.

MTech Mechatronics means Master of Technology in Mechatronics which is a 2 year Course and BTech in Mechatronics means Bachelor of Technology in Mechatronics which is a 4 year course . Simply MTech is a Master's Degree and BTech is a Bachelor's Degree.
You cann't do MTech in Mechatronics without BTech in Mechatronics

I am aware that a few IITs currently offer M.Tech programs in artificial intelligence. Typically, they provide M.Tech. degrees in engineering and computer science (CSE). By taking the Graduate Aptitude Test in Engineering (GATE) in Computer Science, passing the cut-offs, and then adhering to the various admission methods employed by various IITs, you can gain admission to these programs.
So, you can take AI in your MTech specialization after Btech in CSE.
