Yes, A Rank below 1000 is acceptable. So, 765 is a good rank for a mechanical seat. But,the factor which also matters is your category. You have not mentioned anything about your reservation. So If you have any kind of reservation it can make a huge difference.

If you are consider for M.Tech in microwave engineering in BIT , then it's not worth it !
BIT is considered to be an average college. And its also about the branch you have pursue for . As you have mentioned your branch, you should try another college.

Candidates who have completed their BE/BTech degree with a valid score in GATE are eligible for ME/MTech degree course.
Candidates who have completed a 5-year program in Science or Applied Sciences resulting in the award of a Master of Science degree are also eligible for Master of Engineering course.
For taking admission to ME/Mtech you need to pass GATE entrance exam.
But there is no age criteria specified.
You can check for the eligibility criteria from the administration office of the college from where you wish to do your Mtech.

Yes, you can change your branch in IIT before the second semester is ended from Mtech to your choice of branch in IIT. Can you help to submit an Applicant submit an application with the documents of his continuation of semester in IIT before the second semester is ended . The applicant should made his or her choice of reference in or maintaining the order of preference for branches branches that you that he or she want to change in IIT.
But in case of m tech it is not possible to change its branches because Mtech courses taken on the basis of BTech course he or she had taken in the program of BTech .

Yes you can get MTech food tech in CEG campus with your rank and owing to the reservation quota. Usually the cut off stays high for general category students but you can get a seat with your rank which is quite decent.
There is a cut-off score of 38.9 for general category students in the B.Tech biotechnology program, 35.0 for those who are under the age of 35, and 25.9 for those who are disabled in the GATE test. TANCET, on the other hand, has distinct eligibility requirements for various courses after B.Tech. If you want to be eligible for an M.Tech in biotechnology, you must have at least a 50 percent score in your Bachelor's degree, or a 45 percent score if you fall into one of the reserved categories. TANCET is open to all students in their last year or final semester, with the exception of those enrolled in professional institutions.

The norma regarding tc and placement are different for each colleges and universities. It would be better if you agree to those instructions and act accordingly.
If you are leaving your college after you complete B.tech and want a certificate for the same , then you will surely get it as per college norms.
But you will not be getting placement opportunities as your's is dual course and you will get it only if you complete the M.tech also.
However you can request your department heads or any other college authorities to know more about the Placements criteria.

Snq is a special quota Super Numerical Quota . It is given to the deserving candidate by the state government. Irrespective of caste reservation snq will be given on the basis of income one with the min income and good rank will easily recieve snq in which the fees of the college is filled by the government itself.
You have not told which college's fee structure you want to know so i ll give a general idea. The lowest fee can be around 20000 per year in colleges like VSKU Bellary and can be as high as 380000 per year in colleges like MIT Manipal. All the best.
