Ill recommend you to o for St. Xavier's College, Mumbai for Bachelor of Management Studies or BBA Course as it is old and the better in terms of education, infrastructure, faculty and placement wen compared to Xavier School of Commerce, Xavier University Bhubaneswar.

Yes you can take lateral entry into B.tech civil engineering right into the second year after completing diploma in civil engineering.
Most colleges require Diploma holders to have scored minimum 45% or 50% marks in their Diploma.
