Actually there is no particular fixed percentage of desrease in cutoff but they descreases the cut off according to there feasibility and seat availability.
We can say that almost 10%of cut off is decreased in second merit list.

As per my research on the both colleges i conclude that IHM Delhi is awesome college when compare to the Mumbai.In Mumbai there is good infrastructure but about faculty it not too good when compare to Delhi,Placements also good in the Delhi .So IHM Mumbai is the better
