No Government Polytechnic college does not provide diploma course for 10th passed students. It provides diploma in computer science engineering and civil engineering branch in 2 shifts with 60 seats in each of these courses and each of these shifts.

Yes, the eligibility criteria to get admission in NIFT in M.Des is that a candidate must have passed Bachelor's degree in any discipline from any recognized institute or university or 3 year undergraduate diploma from NIFT or NID. So you are eligible to get admission in M.Des in NIFT.
