University of Mumbai is not a private University, It's a Collegiate Public State University.
Good Luck.
I think you should wait for sometime atleast till all the boards release the results. Also the procedure for admission will be provided on the official website of St Xavier's College , Mumbai. Once the process of admission starts you can easily apply for the same by providing your details , marks and other required documents. Even though it's affiliated to Mumbai University , you can simply apply on the website of St Xavier's itself. Hope this answer helps you , do comment your doubts below for further help ,if required.
See most of the entrances claims a minimum marks of 50% for UR and 45% for SC/ST. Thus unless you are SC/ST, the possibility of getting eligible is less.
If you are SC/ ST then you are eligible for TANCET, AP-PGCET.
I would recommend you to reappear on some of your papers if possible and increase your aggregate so that the threshold of 50-55% be crossed.
