Seeing the pandemic situation in Mumbai, it is difficult to predict that when will the Colleges will reopen. Many colleges have started online lectures for Second, Third year of the course. So until the situations don't get normal, the colleges will not reopen to physically attend the lectures.
According to MHA, all colleges and schools remain closed till 31 july. after that decision will be taken based on the condition of covid in country

It's unlikely for colleges to reopen as of now, especially in Mumbai where the covid pandemic is extremely serious, as per UGC guidelines it has been concluded that term-end exams will take place in the month of September, whether it's offline, online or mixed.
