I can't say about NMIMS for B.Tech, I would say There are many other University which B.Tech course.

It is very difficult for you to get into NMIMS with Computer Engineering. To get a seat in NMIMS Computer engineering branch you need to score below 1000 rank or to be more precise below 600 rank, If you are willing to take admission in Mumbai campus. For the other campuses the range varies but still goes up to 2000 rank only. So your rank is too high to get a CSE seat. You can look for the other branches if you want.

To gain admission to NMIMS, it entirely relies on how many individuals take the exam seriously.

And for CS it is a little more difficult; a rank of 1300–1500 is good as CS has 120 intake in Mumbai as opposed to IT's just 60.

The answer to you question if you ask in simple words is NO. You can not take transfer in second year from one university to another, you will have to reappear for admission test and procedures and start all again if from first year if you really want to change your university. However, if you want to change your course and study in your same university then it may happen but it is very very difficult rather I would say it is almost impossible, you can request your university management if they would consider your demand to change your course (which they are most likely to refuse) only then something can happen . You can not go to any other university just by getting transferred in second year.

Every university has its own rules and regulations and policies. Since you want to change your campus you need to look that does your university has any transfer policy from one campus to another or else you need to ask your university management that weather they can do something regarding this matter or not.
