NMAT is one of the most competitive exams for getting admission into top B-schools and to answer your question, no it is not necessary to register to NMIMS for each attempt of NMAT. You just need to register only once and the best score will be taken into consideration out of all your attempts.

With the score of 137 in NMAT, you will not get admission into NMIMS. To get admission in NMIMS generally the score should be 220+. Also if you want NMIMS Mumbai then you should Target even higher.
My suggestion for you will be that prepare again and give mocks to know your weaker points. After that analyse your mistakes and work on them and reattempt the paper with more practice and confidence.

I am assuming that you want to know whether it is worth doing MBA in NMIMS , Mumbai. First I would like to tell you that NMIMS, Mumbai college is always considered in Top B-Schools and it a TIER 1 college , they have there entrance exam as N-mat , and the cut-off is generally around 220 , now there are 600 seats for two year full time program having concentration in following areas :
1) Finance
2) Information Systems
3) Marketing
4) Operations and Decision sciences .
If you are getting a chance to pursue MBA from NMIMS , then I would say give it a chance because the life at NMIMS is very helpful in building your career as you can expect an average package of 18-20 LPA .

In counselling , the pattern of allocation of seats varies according to the cutoff ranks in that particular colleges. See, you can be alloted any college if your rank fits in the cutoff range.
Taking about your question, see you can still be allocated your second preference if your rank fits in that range for second preference. Generally, the first priority will be allocated if your rank fits otherwise you will be allocated the second preference.
If there is a chance of changing the order in any round then you can change otherwise be happy with what you are allocated to.

The procedure to apply for NMAT retake is to go to the website and to go to the Retake tab in the dashboard of thecandidate's account. You also have to wait for around 15 days before you can retake the the NMAT exam which is twice during the 74 days test window.

189 marks in NMAT is not sufficient to get admission into NMIMS Mumbai. You need to score 220+ . After that you can expect that you can get admission into NMIMS. As the mumbai campus is best campus of NMIMS that is why the cutoff for this will go even higher.
My advice for you will be that prepare again and practise hard. Appear in this exam again and ace the NMAT with high scores.
