What do you mean by license? Please clarify. There is nothing like this in regards to Coa. Elaborate more with tags so that we might get what you wish to ask. CoA stands for Council of Architecture. So Getting a license doesn't mean anything here. Be clear

Since minimum cutoff for nata is 80/200 so based on your marks you can get admission but it totally depends on the college because every college has their own eligibility criteria which you need to fulfill and based on applications they receive and number of seats allocated they create the cutoff and merit list and on that basis they will give you admission.

If you have scored 72 in the second round of NATA that is NATA July then there is no chance of admission into any good architecture colleges. I am sorry to say this but even after scoring 72 in 1st NATA you would not mhave been able to get admission in any good college. Now after the second round of NATA many seats are already filled as of now and vacant seats filling would require high marks. So I suggest you to join private colleges of architecture. There are some colleges which are offering B.arch courses and for admission in those colleges they asks for your NATA score. NATA(National Aptitude Test in Architecture) is a separate exam do not confuse it with Jee Mains paper 2. So, if you are looking for admission in NATA government colleges then you have to apply for NATA. Your score in that exam will be considered for admission in those collges. Some other government colleges also considers Jee Marks for admission so you can apply in those colleges.

The candidates have to apply in the desired institute among the participating institutes separately based on their NATA scores for admission . To be eligible for participation in NATA 2019 counselling, candidates have to score the minimum cutoff marks in the two individual components and also in aggregate. So, the candidates have to follow the guidlines of counselling and they are provided with some dates for different work of counselling for seat allotment.
