Getting admission with this score in government college is nearly impossible. Even your class 12th percentage is not that good because of which there are no merit chances also. I would suggest you to take admission in good private institutions or you can take a drop this year and prepare

Yes you can definitely apply for NATA 2019 which is to be conducted in july.In case you appear for both the tests,the highest marks obtained in either of the two examinations would be awarded to you as your final marks.

There is different cutoffs for the different colleges through NATA(National Aptitude Test 

Artitecture) which is conducted by Council of Artitecture(COA) for the admission 

in 5 year B.Arch Programme.
