For NDA the sight criteria is that the candidate should not be having myopia more than -3.5 and hypermetropia more than +3.5. as in your case you have -3.5 so you'll not be eligible with this eye sight.

To join National Defence Academy a candidate have to appear in the entrance exam conducted by Union Public Service Commission, twice a year, one in month of March and 2nd in the month of August.
Also a candidate should be a unmarried male.
