35 mark is too low. Expected Minimum cut off mark for qualifying neet is around 137 for general category and 108 for sc st category. Only those who quality neet are allowed for counseling. So with 35 marks you won't be able to qualify neet thus you can't

I would suggest you to join CBSE board as NEET is a national level entrance examination for the admission to all the reputed Institutes all over India.
In addition to these CBSE follows NCERT syllabus which is also followed by the NEET examination. Sometimes direct questions comes from NCERT
With 530 marks you won't get admission in government medical colleges via AIQ. Minimum 600+ is needed for getting admission in government medical colleges. Coming to state quota, closing rank for mbbs was 50k in santhiram medical college. For more details on college prediction refer the below link
