As you said you can not get seat through OBC category and you can not go through the General category. rules have changed from last 2 years .

This score is not enough to qualify the exam, As per the official, The Candidates who will secure equal to or more than the minimum qualifying cut off will be considered eligible for admission. You can check the qualifying cutoff with the given below link.
