Well obviously if you do not have the non creamy layer certificate now then you cannot upload it so you just have to upload the available documents that you have and make sure that you take all of your documents to the counseling body when you are called for

According to the last year DNB quota cutoff it is difficult , but yes you can book you seat in private medical collage. In private colleges, it totally depends on your budget.
