In order to get questions which appeared in NEET UG from chapter 1 of class 11th and 12th, you can refer to previous year question papers or books containing solved previous year question papers such as MTG's NCERT Fingertips, MTG's NEET Champion etc.,

Well I think that the document being issued in February won't habe any issue because still the month is before the counseling period begins where you register and as you have the documents now so you can register as a EWS candidate in the counseling process.
