no there is no fees to be paid as you have already paid the fees during the form filling. no fees to be paid during the correction period.
see due to some server problem it still showing the old image, but I think it did uploaded successfully. you can check it from other browser like mozila fire fox, chrome or opera . if it still shows the same immediately contact with the exam help desk.

I understand that somehow your email id has been compromised due to some unethical hacking for which you have become a victim of the same and thus you cannot access your candidate details for NEET and so to answer your question firstly you need to close the account
the verification message will be send to you from the exam authority of neet pg. so you just need to wait and regularly check the inbox of emails and also check the spam folders.

No, you have to select your domicile state for The state counselling process in NEET PG 2020 application. So, according to this you can go with Kerala, as it is your domicile state and you are eligible for state counselling with Kerala only in NEET PG 2020 process.

Kindly read those instructions well. Castes not included in the central list are only considered as Unreserved category. If your caste is present in central list, you Will be considered as OBC candidate. Otherwise, you are a general category student.
