Yes, even if you have completed your dnb you will be eligible to appear for neet pg for any other specialilty like md or dnb you just have to score well and get the respective seat that's it... Good luck..

According to me you can apply for councilling in all over India but you can not get state quota in any state except your domicile state. so if you have domicile of kerala than you will only get state quota of kerala no state quota for tamil nadu.
