She has scored good in the neet 2019. She has the chances of getting mbbs seat through state quota in tamil nadu.
As the last year opening marks for government mbbs seat for bc category was 357.
Go for the counselling of state quota. And do the choice filling

To be eligible for state quotas seats you should have the domicile certificate of yhat state .
For Tamil Nadu the eligibility criteria for obtaining a domicile are -
1)The applicant’s parents/guardian should be a permanent resident living more than 6 years in Tamil Nadu.

The MBC category comes under the OBC category. OBC category is further divided into creamy and non creamy layer. If the annual income is above 8lakhs then it comes undr Creamy otherwise non creamy.
So if you belong to the OBC creamy, you are considered a general category. And
Dear Jerusha, for being able to attend any State Medical Counselling, you should hold the domicile of that particular State. Only such candidates are eligible for participating in State Counselling. You dont see 'State' option because the State Counselling authorities have clearly mentioned that no other State candidates can appear
