No, you can not do because homeopathy and allopathy are different pathy. For appearing in NEET PG exam you need to do MBBS. You can do MD in homeopathy.

Well as far as I know, then the admission criteria is same for all the PG medical.courses in all the higher medical education institutions.

OBC non creamy layer certificate is valid for upto 3 years if you get it signed by district magistrate of your district .On the other hand the duration of validity varies from state to state.
