Free exit means that if you get a seat in Round 1, then it is not compulsory for you to report at the college or to take admission there.

You can still join the Second round. Previously it was compulsory to report at the round 1 alloted college.

As for any medical college be it private or government in any state 15% seats will be reserved for all India quota and the rest will be filled by the state quota. Out of the 15% seats for the all India quota the SC category will receive

The problem of unable to pay the registration fee occurs sometime due to various factors. majority of time the main reason is the overloading of the network traffic which is unable to process. So do try after some time is in also check out the last date

Based on the previous year cutoff, you have chances of admission in Sree Balaji Medical College and Hospital for MD General Medicine course.

However, the fee structure of Deemed Universities is very high.

you very well can attend the state counselling even if you have been allotted seat and the all India counselling but then you will have to stick to either one and if you want to stick to the all India seat then even if you participate in the state counselling

There is no fixed number of application for the counselling,All those candidates who qualify the minimum criteria and percentile will get for  the NEET PG Counselling.
