Sorry to say but you need to reappear in hsc in order to be eligible for neet as minimum marks is 50% for the same. Hope this helps you.

AS an Obc candidate you have high chances of getting college through 15% All India Quota,throgh state quota 85% you have chances of getting a decent college if your state have good colleges.
