All location are good,as all have its own importance of its location and it's culture.

Delhi is on top, then goes Hyderabad, Bangalore and then Chennai ( South side). There is always a rank exchange between Bangalore and Hyderabad.

According to the cut off last year, you are eligible for NIFT Kannur, NIFT Kangra, NIFT Bhubaneshwar, NIFT Jodhpur and NIFT Srinagar. The Admissions to NIFT are not based on the 12th marks nor is there any restriction on minimum percentage for being eligible for the test. It conducts its own entrance test results of which are considered for admission.
