NO. NIFT does not come under HRD ministry and NIFT has nothing to deal with AICTE approval. Nift is an ISO certified institution and it comes under ministry of textiles .

No there are nearly no chances of changing the trait in NIFT. However you can change the NIFT campuses but trait remains the same.

Generally in case of vacant seat after counselling, The seats are offered to waiting list candidates or spot round counselling. But if someone confirm his seat by submitting token money then that seat will be considered filled seat. Once the counseling process ends, No one can take admission
