There is gym in NIT Agartala. But, being a college gym there won't be much facilities. There are 4 cardio machines, about 6 pairs of dumbbells, 5 pairs of plates, 2 plain rods, 2 curl rods, 1 pair of dumbbell rod, 3 flat benches, 1 incline and 1 decline bench, 2 smith machines, one all in one machine.
NIT Hamirpur also has a college gym. Also there are smaller gyms in some hostels.
But overall college gyms are not much facilitated. If you want to have serious workout routine, better find one outside the campus.

You have not mentioned which state you belong to. Yet with a rank of around 1,900 in ST category, you have chances of getting a seat in MNNIT or NIT Meghalaya, but you should hold domicile of the particular states. Getting a seat in All India quota with this rank is difficult. However, you can predict the colleges which you are likely to get using the below mentioned link:

If your percentile 92.7, then your rank will be somewhere around 65k-60k.
Over the years the cutoff for NIT Agartala in Electronics and Communications branch for OBC category is around 5k-6k and for electrical engineering about 6k-7.5k. So I do't think you will able to get a seat in NIT Agartala. You can use the college predictor tool to have a better idea:

Based on your ranking, you might be able to get into branches like Electronics and Instrumentation , Electrical Engineering, Civil Engineering, Chemical Engineering if you are applying through other state category. If you'll apply through home state quota you can get CSE easily. This is based on previous years cutoff trends. You have given these 3 options, so it might be the colleges that you would get it seems.
These colleges, i.e. NIT Bhopal, NIT Agartala and NIT Jalandhar. All the 3 NITs are good enough in terms of quality education and moderate placements.
But, at last, you have to decide which one is better for you amongst the three !
You may choose either by means of location , that is, which NIT would you choose, the one that is nearer or the o e which is furthest. Many students leave those NITs which are far away from their home towns.
And the second one being the branch that you want to get into ! That is, which branch would you choose depending upon your interest or want for studying as career guider. I mean metallurgy, or electronic and instrumentation,etc.
So, you would majorly choose between location or branch that you purposely want. Also, see the more information about the college and it's branch on their official website for more details.

Seeing the overall view of both the colleges then I guess both the colleges are well performing in all their courses.also, before comparing two colleges you should set your priorities first.
Now,
Nirf ranking-for Nit agartala the rank it has secured is 75 whereas for bit mesra it's 28.
Infrastructure-Infrastructure-if we compare both the colleges on the basis of their infrastructure then both the colleges are beautifully structured. With all the new equipments required in the laboratories.
Placement-now, the highest package given by Nit agartala is 36lpa and average ranges around 4-5lpa whereas in BIT mesra the highest package given is 40 lpa and average ranges around 9-10lpa.
So, on the basis of placement statistics I would refer you to go for BIT MESRA.
Rest, as I said the colleges is chosen upon the set of your priorities.
