Congratulations for getting such pretty rank in JEE mains 2020. As per your question I am giving below the cut off ranks for last some years for all the three colleges, related links and your chances too.
1) NIT Agartala - for chemical engineering the cut off for EWS category in 2019 is 5009 and for open category it is nearly 38000. Also for the last some years such as 2018,2017 and so on for general category cut off is nearly between 35000 to 40000. So you have very less chances of getting admission here but as cut offs changes year to year you may try it.Go with below for more deails.

2) NIT Shrinagar - According to last some years cut offs the range of closing rank is between 40000 to 50000 for general but it may increase some times also so you have more chances here of getting admission than that of NIT Agartala. 3) HBTI Kanpur - According to last year cut offs of HBTI Kanpur the cut off rank for chemical engineering in general category is nearly 45000 and for EWS category it is 6000 to 7500 so you have less chances to get admission in this college also.

I think that you are a little bit confused for the colleges. However to compare them is a little bit difficult for us. What I suggest you to look at the official website of the respective college and compare them with rankings like nirf and others. As of 2019, for NIT Agartala dual degree [B.Tech+M.Tech] in Engineering physics, the cutoff was around 37914 in the last round.
As of 2018, the closing round was around 38326.
For 2017, the closing rank was around 31535.

You have worked really hard and scored a really good percentile.But still the selection procedure of NITs is a bit tough and only top 5 perecntile students get selected.But still as NIT Agartala and NIT Jalandar are Second tier NITs your possibility of getting chemical branch is still considerable.But you would have to wait till the 7th and special rounds.But I would sugggest you to take a seat as a backup in a good college so as not to put your career on stake.Hope my answer resolves your query.Best of luck.Keep working hard for JEE Advanced.

According to the rank you have mentioned in the question you have no chances of getting in to NIT Agartala as per previous year's cut-off. As cut-offs for this year is not declared yet so we can guide you on the basis of previous year's cut-offs and the cut-offs which you are talking about that are for Home state candidates means for those who belongs to Tripura but you belongs to UP so you don't deserve it.

With your SC rank, it's most likely that you will get into NIT Agartala, in electrical branch, according to last year's cutoffs. You can check the cut offs of different branches, category wise here
Although the cutoffs vary every year, you can still be hopeful of getting into the college with your desired stream.

Hey with this percentile it might be difficult to get CSE or good branch in NIT. But if you belong to any reserved category then it will be very helpful to you.

Sorry to say that with the rank provided by you, it is difficult to get into an Nit even if applied sc category, try for GFTI's, there may be a chance or may not be.
