According to me at this rank you might not be able to get CSE in NIT Agartala but will surely get any other branch there . If you are really willing to take CSE in NIT, Agartala what I would suggest in you take any other branch, score good in your 1st year and change your branch to CSE.

First of all, you have to decide that you want to go for the institute or you want to go for the stream. If you want to study in IIT then you should go for CSE in that case your preference should be Bhubaneswar>Kottawayam>Sri city
If you want to go for stream then your preference should be ECE at NIT PATNA.

To participate in CSAB counselling your must have not allotted seat till special round or shouldn't have reported in the allotted college or withdrew the seat allotted in JoSAA counselling. If you have already taken admission in the institute allotted in JoSAA counselling you cannot apply for CSAB counselling. If you withdrew the seat in JoSAA counselling to participate in CSAB counselling then the seat will be cancelled automatically. If you are interested in electronics then my opinion is that you should choose ece branch (ece nit Srinagar) Because nowadays the scope in ece is increasing.
Also Civil branch is a good one (civil nit Agartala) If you don't mind for living other city for 4 years.
