You can't expect a seat in computer science unless you belong to one of the seven sisters or goa. Only in these nits you can get CSE under home state quota.

Definitely it is a best choice but if you could get computer science in either nit Tiruchinapalli or nit Warangal then they are better than the best.

If you have qualified and if you have scored and obtained good rank then you are eligible to apply for all the courses available in UG level in nit and iit
As your rank is much behind the closing ranks, it is quite impossible to get into NIT. But then you can try to do your best in JEE Advanced to seek the possibility of getting into IIT.
