Yes it is. But there are two necessary conditions required for the upgradation:

1. There should be empty seats available in the respective branch.  So for example if you want to upgrade to CSE, there should be at least one empty seat in CSE branch at the end of first year, as in only that case they will allow the upgradation.
2. Many students want to upgrade, priority will be given to the one with highest CGPA. So, your CGPA should be high enough.

 So you can not be 100% sure of upgradation. But the possibility is there.

If you have to choose between EE or ECE, I suggest you should go with ECE. It is one of the fastest growing branches with job opportunities in all the fields viz. Government and Private. Also if you learn to code with ECE branch then job opportunities will increase exponentially for you.

Moreover, if you are interested in Government jobs then ECE has a lot of jobs coming up in PSUs like ISRO, etc. All you have to do is to prepare for GATE. Therefore, I suggest you should go for ECE as it is one of the most promising branches after CSE in engineering.

I suggest you to go for VNIT Nagpur as it is better than NIT Delhi in lot of areas. It also depends on the branch you are really interested in and as of competative exams you can prepare for them from anywhere and it is true that delhi has good coaching institutes regarding that matter but nagpur city is not far behind.Coming to the college alone NIT Nagpur is way better than NIT Delhi in almost every aspect like ranking by mhrd, the campus placements, fests,alumni. So I suggest you to weigh your options very carefully before taking a decision

I would advice you to join Computer Science Engineering from NIT Patna as it will provide better placements in knowledge in the coming years. CSE seems to be the leading branch nowadays. The English language will remain there for not only CSE but also for EEE, therefore it doesn't matter where you take admission, it will be the same. I wish you all the very best!

Hi ! First you can easily get nit Delhi ECE through your sc category rank. Now if you ask which nit is better for you i would say nit harimpur, nit Delhi, nit Durgapur, and nit kurukshetra and Allahabad. These are not based on ECE liking college list.
