Hi
With 98 percentile
Your rank will be around 20460 - 23000 as per our rank predictor at https://engineering.careers360.com/jee-main-rank-predictor
Your obc rank will be around 5000.
It is difficult to make prediction but when we go through previous year trend then
In 6th round of josaa counselling 2020, under other state quota closing rank for gender neutral for obc category in NIT Durgapur is given below branch wise :-
Computer science :- 2691 obc rank
Electrical Engineering :: 5839 obc rank

So, so you hold a low chance for computer science with your rank but yes you have chances in branches like electrical and Mechanical Engineering in NIT Durgapur under other state quota with your rank
You can check the same at
https://josaa.nic.in/Result/Result/currentorcr.aspx
Above prediction is on the basis of past year data but cut off/closing rank for colleges keeps changing every year depending upon many factors like number of students that appeared in the examination, difficulty level of the JEE main question paper for different shifts etc so

You will not be required to submit your migration certificate inorder to get admission in nit durgapur since you belong to West Bengal. If a student seeks admission within the state he may not be required to submit the migration certificate. But to be on the safer side you should carry your 12th migration certificate and not your college migration certificate as certificates required at the time of admission in nits are given on the basis of your 12th certificates.
